Crafting Primitive weapons

How do you craft Great quality primitive weapons?
I have skill mastery of 3/4, but can only craft poor quality. I know I wont need them soon enough, but its a game mechanic, so I would like to figure it out.

@Mourdeeb You need a town with crafting tables.

The level of the town and research also plays a role in quality as well
