[FRAC-1954] Placed house blueprints are loading too late and pop onto screen.

When I place the 5x5 house on a plot and walk away, then back towards the plot, the blueprint graphic will load as I can already see that part of the screen and it pops onto the plot.

This only applies to the blueprint, not the actual finished house.

I'm using a 1920x1080 resolution.
