Expert Lockpicks ?

Occasionally I see a chest that only has a chance of being opened with an "Expert" Lockpick. I only see the ability to create a professional lockpick from the forge. How can one get an "Expert Lockpick"? Are they even in the game yet? Thanks

@SunFlower-0 This can be deleted. I misread the chest. It read "Expert Lock" as in, level of chest, not needing an expert lock pick. Sorry.
