How can I research Advanced Smelting in Town

Hi,
we have now Town lvl 7 and we are not able to research Adwanced Smelting to place better Smelters.
How is it possible to research them?
Smithy is researched and also Plate Armor and Weapons.

All towns have this issue.
I see advanced smelters only in rank 10+ cities, so maybe that it is incorrectly listed there while it is actually a ran 10 tech.
