City bug

So Russia tried to claim a City and they had put in the candidate before us and had 3 and we ended up getting 5 people before them. so we got the city and all of them got bugged and cant unlist themselves or join another city.
this is what they get if you could fix and kick them from the candidate list that would be greatful
