Ultimately, that's up to the devs, and I assume they'll likely find a solution that fits somewhere in between, if they decide to implement this feature at all.
It's the question of "should this be a little fun for everyone or a lot of fun for a few dedicated people?" There's no right answer, and I suppose I'm just one of the people who prefer the second option.

Well, no one said anything about realism. It's not like the concept of legendary weapons is realistic in the first place. It's more about a sense of accomplishment, of achieving something that most other players can't or won't. Also, aesthetics and bragging rights. Feeling special. You can't really get the same feeling if all it takes is a single 15-minute quest. And again, if everyone can get one, what's the point of having legendary weapons at all?
The original issue was custom named weapons, and making it difficult to achieve solves two problems: gold farmers and idiots using the naming mechanic for chat spam, and the market being saturated with stupidly named weapons.

Maybe not a year, but it should certainly take a lot of time. If it's too easy, everyone will have one, and if everyone has a legendary weapon, no one has a legendary weapon.

There's a way to make this work by making it very rare and random; don't let the players name their weapons anytime they want, and instead implement a system where, after a really tough fight, your weapon has a tiny chance to become "Legendary", giving it a random, tiny stat bonus (so tiny it's almost meaningless, just to keep things balanced). One easy way of doing it would be for example by giving it a small chance of triggering when the player has really low HP after a fight (say, ~10%).
That way, it's still mostly a cosmetic thing, but it also comes with a sense of accomplishment, maybe even some bragging rights. Every named weapon you see would have a story behind it. It also makes every legendary weapon close to truly unique, since if the odds to get one are very small, the odds of there being two weapons of the same type with the same stat bonus would be infinitesimal (given that there are enough combinations of course). That way, the weapon is actually "worthy" of a unique name, if that makes sense.
Imagine you're fighting a monster. Maybe it's a lot stronger than you thought, maybe there were too many enemies and you got swarmed. The fight is hard, and you're almost sure you won't make it, when suddenly, right when you're about to run out of health, you manage to land one final hit and the monster dies. You breathe out and relax in front of your keyboard, when you notice you got an in-game notification. It reads, "Congratulations! Your Steel Sword +1 has become Legendary, giving it the following boost: Damage +2.5%! Choose a name for the legendary weapon:" You slowly grin as you read the message, already reaching for the keyboard. You have the perfect name in mind...
And that is the story of how the fabled blade N00bk1LL4, the Scourge of Civilisations was born.

I personally like the idea, both for the roleplay potential and the inevitable comedy that would occur. Even though there would certainly be people like
..."I called it... The Piece of Sh~t!"
The crafter's mark is an interesting idea as well as something that was actually done reasonably often by famous swordsmiths in real life, so I don't think there's any reason for the devs not to do this. It's also done pretty often in MMOs in general I think, I'm pretty sure SWTOR has something like that for crafted gear.

What few people know is, this is actually an easter egg and a small nod to the first king of the human realm in Fractured, king Jeremiah Glaucom I., Glory To His Name.
It's really refreshing to see a dev team that pays so much attention to clever world-building that doesn't rely just on blocks of text, but instead lets us future players figure out the references and connect the pieces by ourselves. Kudos to you, dev team, and I for one am looking forward to seeing more snippets of the game's rich lore.
