Creating a VoIP inside the game is (in my opinion) just a drain on resources that would be better used elsewhere.
Discord exists for VoIP, it is free and easy to use, and offers much more then just VoIP. There is no need to create an extra VoIP to serve for the same purpose.

@gothix i believe discord can be integrated into games. so they could offer in game voip, text chatting while it works out of game too. unless discord killed the project.

The devs might consider asking for volunteers in the forums for voice acting. It might not be as high quality, but I imagine that lots of people might jump at the chance to voice act in a game that they are supporting (i know that I would).

1st. Maybe, but not necessarily.
2nd. I am not very familiar with how this would work in international law, but I imagine that they could come up with some kind of waiver if they decided to.

- What's the difference between a VA and a regular voice? There are many VA's that use their normal voice for characters.
- I'm sure if DS wanted volunteer VA they could get some from the community. I wouldn't mind trying it even if I have to buy a better mic for it.

It could work, you can take a look at Skyrim quest mods for an example of volunteers doing voice work for free. But I doubt it would be worth the effort for this game, since there won't be a large emphasis on quests at all.
